TOWN OF AVON

PUBLIC WORKS DEPARTMENT We have two new overhead clearance signs with flashing LED lights on Raceway Road to warn vehicles about the CSX Bridge. Public Works and Parks Staff are now all certified flaggers. This helps us be more proficient and professional when working job sites and events. Full street sweep of the Town begins May 1st. Annual Paving began this week at Ronald Reagan, then Blue Wood, Gold Coin, Monterey, and finally, Maple. Completion anticipated by the end of June. Ronald Reagan at CR 1050 safety improvements have been submitted to Reith-Riley for a change order. Skip patching with the Grady Bros should begin Tuesday in Westover Woods on Westover Road, Pine Tree Estates by the entrance to 100S, 625 E from US 36 to seam 200' South.

AVON POLICE DEPARTMENT

Several of our officers participated in the recent Men In Action Read program. Our officers took time to read and donate a book to the classrooms that they read too. It was also great to be a part of record participation for this year’s event, and share the experience with so many other dads from all walks of life. Avon Police Department participated in a grant funded impaired driver blitz in March. The blitz was funded by Indiana Criminal Justice Institute, and allowed officers to focus solely upon detecting impaired driving, and preventing vehicle crashes.

ON MARCH 16, 2023 AVON POLICE DEPARTMENT PARTICIPATED IN THE MEN IN ACTION READ CAMPAIGN

THE AVON POLICE MERIT BOARD RECENTLY TENDERED FOUR CONDITIONAL OFFERS OF EMPLOYMENT TO POLICE OFFICER CANDIDATES. ONCE ALL FOUR HAVE COMPLETED THEIR REQUIRED PSYCHOLOGICAL AND MEDICAL TESTING, THEY WILL BE BROUGHT ON THE DEPARTMENT AND SWORN IN AS NEW FULL-TIME POLICE OFFICERS. THREE OF THE FOUR CANDIDATES WILL ATTEND THE INDIANA LAW ENFORCEMENT ACADEMY THIS YEAR, AND ONE CANDIDATE COMES TO US FROM ANOTHER AGENCY AND IS ALREADY ACADEMY CERTIFIED. THIS LEAVES US WITH ONE VACANCY STILL, SO LOOK FOR MORE INFORMATION ON OUR TOWN'S WEBSITE ON HOW TO APPLY AND MORE INFO.

AVON POLICE DEPARTMENT

The Avon Police Department Citizens Police Academy began on April 18th. Participants will embark upon an 8-week program where they learn what it is really like to be an Avon Police Officer. The course offers instruction and familiarization in all aspects of the job including emergency vehicle operation, firearms, traffic stops, and many other areas of law enforcement.

BUILDING DEPARTMENT in the last week of April. In addition to the Commercial Inspections, new residential starts have increased since the last quarter of 2022. We have a few new sections in existing neighborhoods and new neighborhoods slated to start this year. The Town of Avon Building Department is off to a fast and busy start in 2023. As spring approaches, building permits and inspection requests are ramping up. Some of the current projects in progress are 5 large industrial warehouse buildings, 2 classroom building additions to Pine Tree Elementary School, 2 of 4 classroom additions to Avon High School, 2 classroom additions and remodeling project to Avon School Administration Office, new office spaces for the Avon Transportation Center, Bubba’s 33 in Avon Landing is nearing completion, Avon Landing Apartments, Target Grocery store reset project, and the new Chick-fil-a in Beechwood Centre is currently doing site work with foundations set to begin

Four Variance Requests were heard by the Board of Zoning Appeals at the April 18th, 2023 meeting. The Board heard two Variance requests seeking to convert an existing billboard located on the Remax Centerstone property to a digital display billboard. This conversion required a Variance of Development Standards to allow for illuminated signage within 600’ of a residential district and a Variance of Use to allow for the billboard which is prohibited by the US Highway 36 Overlay Zoning District. The Board of Zoning Appeals ultimately voted to deny each of these Variance requests. The Board approved two other Variances of Development standards which sought to allow a fence located within a front yard and erase the requirement for an internal pedestrian network to connect to the public sidewalk. These requests are associated with a proposed Ray Skillman Hyundai vehicle storage lot Development Plan which was heard by the Plan Commission at the April Meeting.

Avon Plan Commission two access. To remediate concerns raised by the Commission at previous meetings, the petitioner has proposed an additional trail/fire access at the northwest boundaries of the property. The Development Plan Reviews scheduled to be heard are for the following commercial developments. The Plan Commission heard one Primary Plat petition and three Development Plan Review petitions at the April 24th, 2023 meeting. The Primary Plat petition is the third iteration of the proposed Countryside Estates subdivision. This plat proposes a 61 single family residential lot subdivision west of Kingsway Church. A waiver is being requested to allow for a subdivision of this size without the required

One of the primary goals of the Town has been to increase transparency and education so that we are able to earn the trust of our residents. The Town is working on this by making substantial investments in improved communication and outreach. We have hired communications staff, launched a new website, created a notification system to better inform our residents and now live stream our most important meetings. We also just completed our first Citizens Academy. The Citizen’s Academy is a program developed to educate residents about how government works and the roles and responsibilities of the different Governmental Entities. The Town of Avon partnered with Washington Township this first year to bring this program to our residents, and we just graduated and recognized the class of 10. The Avon Police Department also does a Citizens Police Academy. This was started over a decade ago and is an 8-week program where you will have the opportunity to learn the realities of working as a uniformed police officer. Both of these programs are meant to help educate and encourage involvement in local government. MAINTENANCE PARKS

After several years of use, the parks maintenance crew has replaced the display cases on the StoryWalk in the Park located along Sycamore Trail in Avon Town Hall Park. The new cases were provided by Avon-Washington Township Library who maintains them and the story content. Twenty cases are situated along the trail, most of which act as a numbered page in a story while others may provide an introduction or closure. Park visitors are able to leisurely walk the trail beginning at the north end near Avon Avenue and read page by page. The theme is generally intended for young children and the stories are changed throughout the year. We hope you come to the park and have a good time walking and reading a story!
