Officers Adam Quilter, Steven Carriere and Cameron McDaniel have all successfully completed their FTO programs and are now working a shift. Detective Joseph Davi and Officer Evan Hibschman Det. Joseph Davi and Officer Evan Hibschman both received awards at September’s merit commission meeting. Det. Davi received medals from the American Police Hall of Fame for his life saving efforts and a medal for an outstanding arrest. Officer Hibschman also received a medal from the APHF for an excellent arrest. Monthly Statistics for September ***Just a few of the statistics*** The Avon Police Department still has one police officer vacancy and will be starting another hiring process shortly. In September, Avon PD responded to 1363 calls for service. Our average is about 1352; this puts us on pace to have just over 16K CFS for 2023 259 of those calls for service were directed toward assisting citizens in some way. Avon officers made 421 traffic stops. Officers responded to 43 domestic/civil disputes. 113 vehicle crashes 105 property damage accidents 8 personal injury accidents 4 property crimes 48 crimes against persons 27 child investigations 63 alarms

AVON POLICE DEPARTMENT (CONT.)

Emergency Vehicle Operation Training Avon Police Officers completed additional emergency vehicle operation training in September that focused on clearing intersections when responding to emergencies, and safely deploying stop sticks.

Assisting Danville Police Department

Avon Police Department’s high-risk warrant team assisted the Danville Police Department in executing a search warrant that helped end a construction theft ring that cleared multiple ongoing investigations and led to the recovery of nearly 3lbs of meth and numerous stolen items.

DPR 23-06 Sudan Trucking *This petition was approved by Plan Commission*

This is a request for approval of a Development Plan to construct a truck trailer parking and maintenance facility—the 3.14- Acre property located between 8379 Kingston Street.

DPR 23-10 Avon Business Park *This petition was approved by Plan Commission*

Request approval of a Development Plan Review to approve (6) new flex-industrial buildings of 12,000 sq ft each for 72,000 sq ft. The 5.2- acre property is at 8360 Kingston St. This petition contained four waivers. a. Waiver A: UDO 2.10(O)(3)(a)/7.11(D): Request to allow for the use of canopies and unit colors in place of articulation. b. Waiver B: UDO UDO 2.10(O)(2)(c): Request to allow relief from two different materials on building facades. c. Waiver C: UDO 2.10(O)(2)(b): Request to allow the use of metal panels and masonry on building facades. d. Waiver D: UDO 2.10(O)(2)(a): Request to allow modification of masonry percentages on building facades DPR 23-14 Harvest Landing, Lot 2 *This petition was continued to the November 27th, 2023 Plan Commission meeting* This is a request for approval of a Development Plan Review to approve to develop two multi-tenant commercial buildings with parking, drainage, and utility infrastructure. The buildings are to be 32,000 sq. ft. and 27,450 sq. ft. The 8.7-acres property is located between 8944 Dr. Charles Nelson Drive. Zoned C-2 and located within Tier 3 of the US Highway 36 Overlay Zoning District.

ZA 23-04 Avon Christian Church Subdivision *This petition was forwarded to the Town Council with a favorable recommendation* This is a request for approval of a Zoning Amendment to change the zoning of a property from R-2: Mixed Residential District to R-3: Mixed Residential District to allow for the development of an 18 home single- family residential subdivision. The 10.28-acre property is located at 7236 E CR 100 S. DPR 23-14 Harvest Landing, Lot 2 *This petition was continued to the November 27th, 2023 Plan Commission meeting* This is a request for approval of a Zoning Amendment to change the zoning of a property from R-2: Mixed Residential District to R-4: Multi-Family Residential District to allow for the development of an attached single-family residential development consisting of a maximum of 80 dwelling units. Plan Commission meetings take place at 6:30 p.m. at Town Hall where there are opportunities for public comment. Citizens are encouraged to attend. The PC meeting schedule, agendas, and minutes can be found on the Town of Avon website for viewing. There are several items pending hearing at the upcoming November Plan Commission meeting, including but not limited to a UDO Text Amendment and a Primary Plat petition for Harper Estates.

BOARD OF ZONING APPEALS

There was just one case heard by the Board of Zoning Appeals at the October 17th, 2023 Board of Zoning Appeals meeting.

VAR 23-14 Harvest Landing, Lot 2 Dumpsters This request is for approval of a Variance of Development Standards of Article 5.1(H)(2) of the Unified Development Ordinance to allow for placing three dumpster enclosures within a front yard. The property is 8.7 acres and is located at 8944 Dr. Charles Nelson Drive. The property is zoned C-2: General Commercial and is located within Tier 3 of the US Highway 36 Overlay Zoning District. This petition was approved by the Board of Zoning Appeals subject to no conditions. Board of Zoning Appeals meetings take place at 6:30 PM at Avon Town Hall, where there will be opportunities for public comment. Citizens are encouraged to Attend. The BZA meeting schedules, agendas, and minutes can be found on the Town of Avon website for viewing.

At the time of the writing of this article, there are no items scheduled to be heard by the Board of Zoning Appeals at their November Meeting.
