March 2023 Message from the Town Manager

If you don’t live in the Town of Avon, we want you to be a part of our community. Did you know that more than half of the neighborhoods that go to Avon Schools aren’t in the Town of Avon? The process of making you a resident of the Town of Avon is called annexation. Annexation is often viewed as negative because people think their taxes will go up. Not in Indiana, most residential properties could be annexed into Avon with no change to what is paid in taxes due to the 1% property tax cap. The Constitution in Indiana says that you can’t pay more than 1% of your assessed value. Most residents whose assessed value is over $93,000 are already at their tax cap. That means if you are annexed you wouldn’t pay anymore in taxes but you could receive Town of Avon services such as Police, Street Maintenance, Snow Removal and most importantly have the opportunity to vote for the elected officials that make decisions that impact you. If your neighborhood is interested in more information, we are happy to meet with you and your neighbors. After years of requests and project preparation, the Town is excited about the start of the widening of Dan Jones Rd. This multi-year project will begin with the first segment between the Dan Jones Bridge over CSX to CR 100 S in 2023. This first phase of project will cost over $5 million dollars to widen to 4 lanes. This segment is the most heavily traveled segment with over 20,000 vehicles per day. Dan Jones will remain open during construction but delays are expected and we would encourage drivers to use alternate routes if possible.

The Town of Avon Board of Zoning Appeals has approved several appeals related to prospective developments within the Town of Avon in the month of February. Special exceptions have been approved by the Board of Zoning appeals for two 7 Brew Coffee drive-throughs and one Bank of America drive-up ATM within the Town. One of the 7 Brew Coffees, along with the Bank of America, is proposed to be developed within newly platted Stanfield Crossing commercial subdivision near the corner of US Highway 36 and Avon Ave. The other 7 Brew Coffee location is proposed to be developed at the old Shafer’s Collision Center near US HWY 36 and N Raceway Rd. In the month of January, the Town of Avon Plan Commission approved a development plan for Academy Sports + Outdoors, a retail sporting goods store proposed to be developed on the empty out lot within the Gables of Avon Commercial Subdivision.

AT THE TIME OF THIS WRITING, THE PLAN COMMISSION HAS THREE DEVELOPMENTS PROPOSED ON THE FEBRUARY PLAN COMMISSION AGENDA. AVON RETAIL CENTER PROPOSES TO CONSTRUCT A 17,600 SQUARE FOOT RETAIL CENTER WITHIN THE OUTLOT OF THE BEECHWOOD CENTRE. COUNTRYSIDE ESTATES PROPOSES TO CONSTRUCT A 60 LOT SINGLE-FAMILY RESIDENTIAL SUBDIVISION ALONG E 100 N, WEST OF KINGSWAY CHURCH. THIS SUBDIVISION HAS COME BEFORE THE PLAN COMMISSION BEFORE AND HAS SINCE BEEN REVISED TO ACCOMMODATE COMMENTS FROM STAFF AND THE COMMISSION. LASTLY, HARVEST LANDING, LOT 4 PROPOSES TO CONSTRUCT A 7,000 SQUARE FOOT RETAIL CENTER UPON THE LAST REMAINING HARVEST LANDING OUTLOT ALONG US HIGHWAY 36.

Avon Police Department

Police officers increased their traffic stops by nearly 30% with the help of our grant programs, and we have experienced a 21% reduction in personal injury traffic accidents. Our agency currently has 35 sworn police officers, and we are allotted 40. We recently concluded a hiring process to fill our 5 vacancies, and so far, have tendered 2 conditional offers of employment. We hope to identify 3 more acceptable police officer candidates before our current hiring list expires or is exhausted. We take hiring police officers very serious, and follow the highest selection standards to ensure that only those with the best character and integrity are permitted to protect and serve our community. As the Town of Avon’s residential and commercial areas continue to grow, our public safety needs to grow as well. Over the past several years the Avon Police Department has taken proactive measures to reduce criminal activity and aggressive driving. Our agency has secured grants to assist our police officers financially to provide our enforcement officers with the necessary equipment and funding needed to aggressively combat crime and aggressive driving. A two-year statistical snapshot from 2020 through 2022 shows our officers’ efforts having an impact in these areas of concern in spite of our Agency’s calls for service increasing by nearly 17%. Since 2020 we have seen crimes against persons reduced by 12% and illegal narcotic cases reduced by 28%.

Our agency continues to strive to take an active role in all of our community activities and community outreach programs. This year will mark our 15th annual Avon Police Department Citizens Police Academy. Enrollment for this will begin very soon, and the class fills up very quickly, so please follow our social media and website for more information and dates of enrollment. This course is designed for adults in our community, and meets one night a week for 8 weeks. This course offers an in-depth look into what it is like being an Avon Police Officer. Each of the 8-week blocks cover a different topic related to police work, and offers a hands-on approach to learning what a real police officer does day to day. The course finishes up with a police ride-along that helps put everything into perspective. Finally, the class meets one last time for graduation, to share stories, and view the class video documenting the class from beginning to end. If you are younger, we offer an Avon Police Cadet Program for those at least 14 years of age. This group meets monthly to learn about policing, and take part in police training applicable to preparation for a career in law enforcement. Maintenance Crew AVON PARKS & REC THE PARKS MAINTENANCE CREW IS CURRENTLY PREPPING MOWERS FOR THE UPCOMING GRASS CUTTING SEASON INCLUDING SHARPENING BLADES, CHANGING ENGINE OIL AND GREASING. WE HAVE ALSO BEEN CHECKING THE PARKS/TRAILS AND REMOVING FALLEN TREE LIMBS, PLOWING SNOW FROM PARKING LOTS AND TRAILS AS WELL AS SALTING SIDEWALKS WHEN NECESSARY. IN ADDITION, WE HAVE RECEIVED INSTRUCTION AND TRAINING FOR PROJECT LIFESAVER AND THE USE OF TAC- MED FIRST AID FROM THE AVON POLICE DEPARTMENT.

Once per month the Avon Parks & Recreation Department will host the Evergreen Club; a place for seniors within our community, to come meet new people, laugh, play, and thrive within the park. A place where connection to others, participation in community, fun, games, nature, laughs, and learning are at their fingertips. The Evergreen Club is FREE for any senior in Avon to enjoy. This club takes place the last Wednesday of every month beginning February 22nd, from 1-3pm inside Avon Town Hall. CLUB EVERGREEN
